DESCRIPTION: * WHAT...Urban area and small stream flooding caused by excessive rainfall is expected. * WHERE...Portions of southwest Illinois, including the following counties, southwestern Madison and northwestern Saint Clair and east central Missouri, including the following counties and independent city, east central Saint Charles, eastern Saint Louis and eastern eastern Saint Louis City. * WHEN...Until 630 PM CDT. * IMPACTS...Lingering minor flooding in low-lying and poor drainage areas. * ADDITIONAL DETAILS... - At 528 PM CDT, Earlier heavy rainfall resulted in flooding, but heavy rain has ended and floodwaters have begun to recede. Between 2 and 3 inches of rain have fallen. Lingering minor flooding may persist in a few areas with poor drainage. - Flooding impacts will continue, but no additional rainfall is expected. - Some locations that will experience flooding include... St. Louis, Granite City, Alton, East St. Louis, Edwardsville, Cahokia, Glen Carbon, Bellefontaine Neighbors, Wood River, Bethalto, Pontoon Beach, Centreville, Washington Park, Madison, Riverview, Venice, Spanish Lake, Cahokia Parks Airport, East Alton and Fairmont City. - This includes the following State Parks... Scott Joplin Historic Site, Confluence State Park and Horseshoe Lake State Park.
INSTRUCTION: Turn around, don't drown when encountering flooded roads. Most flood deaths occur in vehicles.

Freezing rain is a condition where precipitation which has fallen in the form of
water droplets reaches temperatures which are below freezing and freezes upon
coming into contact
with surface objects. The result of this precipitation is a glaze of ice which
can be damaging to plants and man-made structures. A severe onset of freezing
rain which results in a very thick glaze of ice is known as an ice storm.

Hail is a form of precipitation which is recognized by large solid balls or
clumps of ice. Hail is created by thunderstorm clouds with strong updrafts of wind.
As the hailstones remain in the updraft, ice is deposited onto them until their
weight becomes heavy enough for them to fall to the earth's surface.
Hail storms can cause significant damage to crops, aircrafts, and man-made structures,
despite the fact that the duration is usually less than ten minutes.
