DESCRIPTION: * WHAT...Flooding caused by excessive rainfall is expected. * WHERE...A portion of central New York, including the following county, Steuben. * WHEN...Until 800 AM EDT Tuesday. * IMPACTS...Flooding of rivers, creeks, streams, and other low-lying and flood-prone locations is imminent or occurring. * ADDITIONAL DETAILS... - At 113 AM EDT, Emergency management reported heavy rain that led to flooding of State Routes 36, 417, and County Route 68 at Honey Run Road. Between 1 and 2 inches of rain have fallen. - Additional rainfall amounts up to 1 inch are possible in the warned area from the next round of showers. - Some locations that will experience flooding include... Hornell, Canisteo, Woodhull, Jasper, Troupsburg, Arkport, Greenwood, Hartsville, South Dansville, North Hornell, Buena Vista, West Greenwood, Young Hickory and Willeyville. - https://www.weather.gov/safety/flood
INSTRUCTION: Turn around, don't drown when encountering flooded roads. Most flood deaths occur in vehicles. Be especially cautious at night when it is harder to recognize the dangers of flooding. Please report observed flooding to local emergency services or law enforcement and request they pass this information to the National Weather Service when you can do so safely.

Cirrostratus clouds are high, thin clouds that form above
20,000 feet and are made mostly of ice crystals. They sometimes look like giant
feathers, horse tails, or curls of hair in the sky.
These clouds are pushed by the jet stream and can move at high speeds reaching
100 mph.
What do they indicate?
They indicate that a precipitation is likely within 24 hours.

Condensation is the process which creates clouds, and therefore
it is a crucial process in the water cycle.
Condensation is the change of matter from a state of gas into a state of liquid,
and it happens because water molecules release heat into the atmosphere and
become organized into a more closely packed structure, what we might see as
water droplets.
Water is always present in the air around us as a vapor, but it's too small for
us to see. When water undergoes the process of condensation it becomes organized
into visible water droplets. You've probably seen condensation happen before on the
surface of a cold drink!
